Brazil is currently home to 120 privately owned port terminals. A new presidential decree changing the regulations for private terminal operators comes into force in January 2009. The decree has provoked mixed reactions from private companies and political figures. Special ports department minister Pedro Brito believes the new regulations will attract more private investment. Others, however, say it will negatively affect the sector.

On December 15, Argentine public works minister José Francisco López presented the details of the 71bn-peso (US$20.7bn) public works plan that was first announced at end-November.
Total investment is expected to reach 111bn pesos to implement a package to "guarantee employment" and "face the new international scenario," López said. However, only 71bn pesos are currently available; the remaining 40bn pesos will depend on obtaining financing.
Of the 71bn pesos, 57bn pesos will be invested in 2009, according to the minister, which is 24bn pesos more than this year.
